The United States will establish a 50-bed quarantine facility in Kenya for citizens exposed to the Bundibugyo Ebola strain, the first time the U.S. has built dedicated containment infrastructure abroad rather than repatriating symptomatic patients. The WHO declared the outbreak an emergency after 900 suspected cases and 200 deaths were reported. Treating patients abroad signals a shift in U.S. biosecurity policy.
