### Framework for Long-Term Financing The draft law and its accompanying explanatory note detail the mechanism for attracting the 90 billion euro package. Based on the EUR/USD exchange rate of 0.8619, the total facility is valued at approximately $104 billion. This legislative step is required to formalize the pact and begin the drawdown of funds.
