This follows a volatile period for the industry; after a 70.7% collapse in 2022 to 6.3 million tons, output reached 6 million tons in 2023, recovered to 7.58 million tons in 2024, and then dipped to 7.41 million tons in 2025. The operational environment remains challenging for major producers. ArcelorMittal S.A., which operates the country's largest remaining steelworks at Kryvyi Rih, announced this month that it would shutter two rolling mills. The company cited the energy crisis caused by infrastructure strikes and the high costs associated with meeting European Union environmental requirements as the primary reasons for the closures.
