President John Dramani Mahama and Finance Minister Cassiel Ato Forson announced the target during an investor conference in London on Wednesday midday. The shift signals a move toward private-sector investment and away from aid-dependent fiscal structures.

Major international rating agencies currently hold the sovereign rating several notches lower in sub-investment or junk status. Forson noted that a surge in state-owned enterprises is not ideal for the economy, warning that relying on sovereign debt risks ballooning the national balance sheet.
