EIT RawMaterials CEO Bernd Schaefer said Europe must establish independent rare earth pricing to reduce reliance on China and unlock mining investment. The EU aims to mine 10% of its strategic raw materials locally by 2030 while capping single-country imports at 65%. Opaque Chinese benchmarks currently stall high-cost European projects by obscuring profitability signals for private investors and lenders.
