China revised its carbon calculation methodology, effectively cutting reported emissions growth from 2020 to 2025 by about 700 million metric tons per year. This accounting shift allows the world's largest emitter to meet 2030 climate goals even as absolute emissions continue to rise.
### Methodology Shifts Mask Industrial Growth Researchers at the Centre for Research on Energy and Clean Air (CREA) found that the new metrics imply a 7% emissions increase through 2025. Previous carbon intensity figures suggested a 14% rise over the same five-year window. The downward revision matches the total annual output of Germany or South Korea.
