The industrial landscape in Brazil is set for a significant shift as the major steel producer CIA SIDERURGICA NACIONAL SA moves forward with the multi-billion-dollar sale of its cement unit. The transaction, which could be valued at more than 10 billion reais (approximately $2 billion), is a central component of the company's ongoing efforts to streamline operations and reduce its corporate debt. Negotiations for the asset, known as CSN Cimentos, have attracted a diverse group of domestic and international suitors. Among the primary interested parties is the local competitor VOTORANTIM CIMENTOS SA, alongside J&F S.A., the parent company of the global meatpacking giant JBS. The sale has also garnered substantial attention from firms in China, with ANHUI CONCH CEMENT CO LTD-A, Huaxin Cement, and SINOMA INTERNATIONAL ENGIN-A all identified as potential bidders. To manage the complex divestment process, the steelmaker has appointed MORGAN STANLEY to advise on the sale of the cement business. In a parallel effort to raise capital, the company is also looking to sell a stake in its logistics operations, with Bradesco and CITIGROUP INC serving as financial advisors for that specific mandate. Chief Financial Officer Marco Rabello recently indicated that the combined proceeds from these sales could reach 18 billion reais, with a target completion date set for the third quarter of the year. While Votorantim is reportedly evaluating whether to bid alone or with a strategic partner, J&F S.A. is said to be discussing an offer in the range of 10 billion reais. The high level of interest from Chinese players follows a trend of increased investment in the region, including Huaxin Cement's acquisition of a Brazilian firm earlier in 2024. Despite the ongoing talks, several of the involved companies, including CSN and Votorantim, have declined to provide official comments on the progress of the negotiations.
