### Sanctions Target Intelligence Leaders The U.S. Treasury Department designated M23 intelligence chief John Imani Nzenze and FDLR special operations leader Gustave Kubwayo. These groups remain locked in conflict in eastern DRC, where the U.N. alleges Rwanda provides backing to M23 rebels. Rwanda continues to deny these allegations while fighting the FDLR, a Hutu militia linked to the 1994 genocide.
