The United Kingdom will retain £15 billion of fiscal headroom by the end of the decade, finance minister John Healey announced during his budget speech on Wednesday. The buffer shrinks from previous projections of £24 billion calculated in March. Higher borrowing costs and regional shocks necessitated the smaller safety margin.
