Spain's minority administration suffered a legislative defeat on October 2 afternoon as Congress rejected a high-stakes housing decree by 178 votes to 172. The rejection deals a blow to executive efforts aimed at cooling soaring property costs across the 350-seat lower house. The setback follows widespread public demonstrations last month triggered by the eviction of an 87-year-old resident.
