USdebt markets in November 2025, pushing total foreign holdings of Treasuries to an all-time high of $9.355 trillion. This reflects a $112 billion jump from the $9.243 trillion recorded in October and represents a 7.2% increase compared to November 2024. The surge in demand effectively reversed two consecutive months of declines in September and October. This shift coincided with the resolution of the longest federal government shutdown in the history of the US, which lasted 43 days from October 1 until President Trump trumpsigned a funding bill into law on November 12, 2025.
The end of the shutdown on November 12 appeared to restore investor confidence, as evidenced by a net capital inflow of $212 billion into the country during November, a sharp reversal from the $22.5 billion in net outflows seen in October. Foreign inflows specifically into USTreasuries reached $85.6 billion in November, contrasting with the $60.1 billion in outflows the previous month. While May 2025 had seen foreign inflows of $147.4 billion, which was the largest since August 2022, the November activity pushed total ownership to new heights.
