Lawmakers in the European Union have taken a significant step toward finalizing a trade agreement with the United States. On Thursday, the European Parliament's trade committee voted overwhelmingly, by 29 to nine with one abstention, to advance legislation linked to a deal originally struck last year. The move follows months of legislative deadlock triggered by diplomatic tensions and trade threats from the administration of Donald Trump. The proposed legislation aims to eliminate import duties on American industrial goods and broaden market access for agricultural products. These measures were central to an agreement reached in Scotland last July. Additionally, the plan seeks to maintain zero-duty status for American lobsters, a provision first established in 2020. Despite the favorable vote, European representatives expressed caution regarding the reliability of their transatlantic partners. To address these concerns, the committee integrated several safeguards into the text. A newly added sunrise clause ensures that European duty reductions are strictly conditional upon Washington fulfilling its own commitments under the deal. Lawmakers also discussed the inclusion of a sunset clause and mechanisms to protect European markets from sudden surges in imports. These additions reflect a broader sentiment within the assembly that the current trade terms remain somewhat imbalanced, as the European Union is expected to slash most duties while the United States maintains a broad 15% rate. The legislative process was previously stalled following threats to impose new tariffs on European allies. These threats emerged after several nations declined to support a proposed acquisition of Greenland in January, followed by the introduction of a new import surcharge in February. The path to final implementation remains ongoing. The full European Parliament is expected to review the proposal next week. Following that, representatives from the parliament and member governments will negotiate the final legal texts. A definitive vote of approval is not anticipated until at least April or May.
