Billionaire Aliko Dangote plans to build a 700,000-barrel-per-day refinery in Kenya costing $15 billion to $16 billion, targeting completion by 2030. The project follows the launch of Dangote's major refining facility in Nigeria last year. Unlike oil-rich Nigeria, Kenya currently produces no commercial crude output, posing major supply hurdles.
