A proposed constitutional amendment requiring Michigan election officials to verify voters are citizens of the United States fell three signatures short of the November ballot following a deadlocked vote by a state panel. The seven-hour meeting on Monday afternoon by the Board of State Canvassers examined a 1,000-signature sample to determine if the campaign had reached the required 446,198 signatures. The campaign needed 629 valid signatures in the test sample but finished with 626.
