Ukraine has doubled drone strikes on Russian oil refineries this year, hitting 16 facilities. The International Energy Agency reports that Russian oil product exports fell to a record low in April.

The campaign knocked out 700,000 barrels per day of refining capacity as 35 primary distillation units fell offline. These disruptions limit Moscow's ability to fund its military through oil taxes, which provide 25% of federal revenue.
