The United States government is currently developing a comprehensive four-part system to refund approximately $166 billion in illegal tariff payments, including interest. According to a court filing submitted on Thursday, the infrastructure required for these payouts is estimated to be between 40% and 80% complete. Brandon Lord, an official with U.S. Customs and Border Protection, stated that the agency is building a framework called CAPE to manage the massive scale of the operation. The system is designed to handle the entire lifecycle of a refund, from the initial submission to the final payment. The CAPE system is structured to perform four primary functions: accepting refund claims, mass processing the data, conducting detailed reviews, and issuing the final refunds to affected parties. The update on the system's progress was filed in the U.S. Court of International Trade as part of a compliance order. The filing follows a directive from Judge Richard Eaton, who ordered the agency to provide transparency regarding its efforts to return the tariff payments. The scale of the project highlights the complexity of reversing trade levies that were previously deemed illegal by the court system.
