Sanctioned Russian Tanker Delivers Crude Oil to Cuba

A Russia-flagged tanker carrying approximately 700,000 barrels of crude oil arrived at the Matanzas port anchorage in Cuba on Tuesday. The arrival of the Anatoly Kolodkin marks the first major fuel delivery to the island in months, providing critical relief to a nation currently paralyzed by an escalating energy crisis. The vessel, which is currently under sanctions by the United States, entered Cuban territorial waters near Guantanamo Bay late Sunday. Despite the restrictions, American officials indicated that the tanker was permitted to proceed with the delivery for humanitarian purposes.

The Aframax-class ship entered the Bay of Matanzas, the largest fuel storage facility in the country, under favorable weather conditions at sunrise. The shipment arrives as the island faces severe power shortages, with much of the surrounding city and the broader country experiencing blackouts. This lack of supply has brought essential services, including hospitals, public transportation, and agricultural production, to the verge of collapse. President Miguel Diaz-Canel highlighted the severity of the situation in a recent statement:

Cuba has not received an oil tanker in three months.

While global benchmarks like Brent Crude Oil fluctuate, this specific cargo consists of Russian Urals, a medium sour crude. This variety is considered highly compatible with the technical requirements of the aging refineries in the region. It is expected to take several days for the crude to be processed into motor fuel, diesel, and fuel oil necessary for power generation. The fuel delivery offers the government temporary respite from mounting domestic and international pressures.
