Portland General Electric Company announced on Feb. 17, 2026, that it has partnered with Manulife Financial Corporation to acquire select Washington state generation and electric utility operations from PacifiCorp for $1.9 billion. The deal, which involves Manulife Investment Management, represents a material expansion of the geographic footprint and asset base of the company beyond Oregon and into the US USUS. The transaction includes the Chehalis natural gas plant, the Goodnoe Hills wind facility, and the Marengo I and II wind facilities, along with approximately 4,500 miles of transmission and distribution lines covering roughly 2,700 square miles.
The utilities involved in the deal stated that these assets are necessary to support surging electricity demand from industrial customers and data centers. By adding significant generation capacity and extensive network infrastructure, the acquisition is designed to address rising regional demand and increase overall supply capacity. To manage the newly acquired assets, the transaction includes the creation of a newly formed Portland General subsidiary known as the Washington utility business.
