The Philippines and China have resumed high-level diplomatic talks this week, exploring preliminary steps toward oil and gas cooperation while addressing energy and fertilizer supply concerns. This 11th round of the bilateral consultation mechanism, established in 2017, represents the first significant meeting of its kind since January 2025. The discussions come at a critical time for Manila, following President Ferdinand Marcos Jr.'s declaration of a national energy emergency due to global supply disruptions.
