MORGAN STANLEY anticipates that its capital requirements will either remain stable or decrease slightly as the United States moves toward a revised regulatory framework. Chief Financial Officer Sharon Yeshaya noted that the bank expects a neutral to modestly positive outcome regarding capital release following the Federal Reserve's decision to soften proposed drafts of the Basel III and GSIB surcharge rules.
