Russia President Vladimir Putin issued a decree Friday evening offering simplified citizenship to 350,000 residents of the Transdniestria separatist region in Moldova. The enclave receives Russian assistance and hosts 1,500 troops, while 50% of its population already holds Russian passports. Investors view the escalation as a risk to Moldova's 2030 European Union accession and regional stability near Ukraine.
