Lukoil sells 22-billion-dollar global asset portfolio

Lukoil is selling its 22-billion-dollar global portfolio after US sanctions. The move ends decades of foreign expansion for the Russian oil producer.

The fire sale of international assets by PJSC Lukoil marks the definitive failure of a multi-decade strategy by Russia to integrate its energy sector into the global economy. Vagit Alekperov, the billionaire founder of the company, had famously bet against the advice of the Kremlin in 2014, choosing to retain vast Western holdings despite warnings of potential confiscation. Alekperov believed the sheer scale of the company’s portfolio would provide a buffer against international pressure, a calculation that held for over a decade until the geopolitical landscape shifted dramatically.

The situation reached a breaking point when the United States administration imposed stringent sanctions in October, aiming to increase pressure on Moscow regarding the conflict in Ukraine. These measures made it impossible for the independent oil producer to maintain its international operations, triggering a liquidation of assets across approximately 30 countries. The U.S. Treasury is now overseeing the sale of these holdings, which are valued at roughly $22 billion, a significant depreciation from the $40 billion Lukoil spent to accumulate them over twenty years.

\"Property rights violations in Western countries undermine trust in the reliability of these countries not only for Russian businesses affected by sanctions but also for businesses in other countries,\" stated Kremlin spokesman Dmitry Peskov.

Lukoil’s retreat is part of a broader trend of Russian capital exiting the West. Between 2000 and 2021, the nation saw capital outflows of $800 billion, much of which was directed toward foreign investments. However, by last year, total Russian investments abroad had fallen to $193 billion. VTB Bank (public joint-stock company), which was forced to abandon its American and European networks in 2022, reported sanctions-related losses of approximately $8 billion.

\"It will be a very long process - both letting Russians back to the West and the return of assets to the Russian companies,\" noted Andrei Kostin, head of VTB.

In his 2023 State of the Union speech, President Putin highlighted that he had warned business leaders that the West would eventually seize their assets.

\"And that is exactly how it turned out to be,\" he said.

The disruption to Russian energy flows has had a measurable impact on global markets, specifically affecting the valuation of Brent Crude Oil. Analysts suggest that the sanctions against major Russian entities have contributed to rising prices without causing a catastrophic supply shock. The liquidation process has drawn interest from several major international entities. Potential buyers for the Lukoil portfolio reportedly include Chevron Corporation, the Saudi Arabia based Midad Energy, and private equity firms such as The Carlyle Group Inc. and Texas-based Quantum Capital Group.

Other major Russian firms have faced similar fates. Sberbank of Russia divested its European subsidiaries at a discount, and EVRAZ plc sold its North American steel mills for $500 million, a fraction of their original $4.6 billion cost. In the United Kingdom, the forced sale of Chelsea Football Club resulted in billions of dollars being frozen by authorities. This marks a stark contrast to the early 2000s, when Russian wealth was prominently displayed in the luxury hubs of France and Italy.

As Western markets become increasingly inaccessible, Russian business interests are pivoting toward the global south. Firms are seeking new opportunities in India and China, though this transition is not without challenges. For instance, the United Arab Emirates recently revoked a license for MTS Bank following international pressure.

\"As a state, we will protect the interests of our companies,\" Peskov added, emphasizing that Russian firms will continue to seek out reliable and predictable investment options."}```
