The Malta. According to ship tracking data from Kpler and LSEG, the cargo was discharged at the Trainer refinery in Pennsylvania last week. This movement of West Texas Oil between domestic ports by a non-U.S. vessel was made possible by a 60-day waiver of the 1920 Jones Act.
