European Council President Antonio Costa has written to the Prime Minister of Hungary HUHU, Viktor Orban, urging him to honour a European Union agreement to provide a 90 billion euro loan to Ukraine UAUA. The letter, sent on February 23, 2026, follows an announcement from the Hungarian government that it intends to block the financial aid package. Hungary has stated it will not allow the loan to proceed until flows of oil from Russia RURU resume through the Druzhba pipeline, which traverses Ukrainian territory.
