European Union leaders have established a rigorous timeline to revitalize the bloc's single market, which serves approximately 450 million consumers. This strategic move marks the first time specific deadlines have been set for these measures, reflecting a heightened sense of urgency to bolster economic competitiveness against the United States and China. By June 2026, the EU aims to streamline cross-border services. Governments and the European Parliament are expected to finalize a voluntary e-declaration system. Simultaneously, a review of the Emissions Trading System (ETS) will be presented to address carbon price volatility and its impact on electricity costs, while maintaining incentives for climate-related investments. In autumn 2026, the focus will shift to labor mobility. New proposals will target the mutual recognition of professional qualifications and skills across the continent. This plan includes the digitalization and interoperability of certifications to ensure that the free movement of workers becomes more efficient. A significant wave of reforms is slated for completion by the end of 2026. One key proposal is the creation of an "EU Inc" legal framework, which would allow companies to register as EU-wide entities in as little as 48 hours, bypassing the current patchwork of 27 different national corporate laws. This is specifically aimed at helping startups and small businesses scale more effectively. Additional year-end goals include strengthening safeguards for products entering the market from third countries to ensure they meet EU health and safety standards. The Commission will also address inconsistencies in product labeling and packaging rules. Furthermore, leaders intend to finalize the Industrial Accelerator Act, which introduces a preference for European-made goods in public procurement for strategic sectors. The push for a Capital Markets Union, also referred to as a Savings and Investments Union, is expected to reach a conclusion by late 2026. This involves finalizing laws on securitization, supplementary pensions, and centralized supervision to direct trillions of euros in savings toward productive investments. Negotiations regarding the legislative framework for a digital euro are also expected to conclude during this period. Finally, by March 2027, EU institutions are tasked with delivering concrete progress on removing the remaining barriers within the single market. This effort will be guided by the Commission's Single Market Strategy, which identifies persistent obstacles such as complex regulations and limited recognition of professional skills that continue to impede cross-border economic activity.
