European Council President Antonio Costa has expressed confidence that the United Kingdom and the European Union will finalize an agreement regarding British participation in the multi-billion-euro SAFE defense fund. Despite a breakdown in negotiations last November, Costa suggested that the diplomatic climate has shifted significantly. The initial attempt to include the British government in the 150 billion euro ($174 billion) fund stalled after Prime Minister Keir Starmer declined to provide a specific financial contribution for membership.
