EU Commission Unveils Plan to Combat Rising Energy Costs

The European Commission is set to unveil a comprehensive package of measures on Wednesday aimed at mitigating the impact of soaring energy prices as member states face the most significant energy market shock in history, triggered by the conflict involving Iran. Central to the European Union strategy is a focus on reducing reliance on fossil fuels to cushion the economy against supply disruptions and price volatility. According to draft plans, the Commission intends to overhaul tax regulations to ensure electricity is taxed at a lower rate than fossil fuels, specifically Brent Crude Oil and Natural Gas. This initiative aims to provide financial incentives for businesses and households to adopt electric alternatives, including heat pumps and electric vehicles. The proposal also facilitates the ability of national governments to eliminate electricity taxes for energy-intensive industries to provide immediate relief. To stabilize the market, Brussels will coordinate the timing of gas purchases to fill storage facilities, which are currently at 30% capacity, with a goal of reaching 80% before winter. The Commission will also manage the release of oil stocks among member states, following an agreement by International Energy Agency members to release 400 million barrels from their reserves. The aviation sector faces specific risks, as the bloc imports approximately 40% of its jet fuel, with half of those imports transiting the Strait of Hormuz. EU Transport Commissioner Apostolos Tzitzikostas addressed the upcoming regulatory guidance for airlines. > "The guidance will cover issues such as airlines losing airport slots due to cancellations and the EUs anti-tankering rule, designed to prevent planes from loading extra fuel in cheap locations, EU transport commissioner Apostolos Tzitzikostas said on Tuesday." Beyond long-term structural changes, the Commission is recommending immediate actions for individual governments, such as delaying the closure of nuclear power plants and subsidizing the installation of solar panels. Furthermore, temporary state aid rules are being drafted to allow governments to subsidize up to 50% of the price increases for fuel and fertilizer in critical sectors, including agriculture and road transport.
