### Demand Shifts Following Policy Changes Shipments fell compared to the previous month, dropping from 1.71 billion cells in March to 1.34 billion in April. Volume also declined to 1.16 million metric tons from the record 1.78 million tons reached in March. Analysts attributed the previous month's record highs to buyers front-loading orders before the tax refund program ended.
