During the session, Minister Wang highlighted the strategic importance of the sector, noting that the 15th Five-Year Plan identifies biopharmaceuticals as an emerging pillar industry. This outreach follows a broader initiative launched in December to expand the range of industries eligible for government incentives, such as preferential land use and tax breaks, as Beijing works to reverse a recent decline in foreign investment.
