According to the announcement, the nation plans to raise approximately $1.7 billion on international capital markets and aims to secure around $1.4 billion in commercial financing, which will include specific debt-for-health swap operations. Additionally, the government intends to obtain $500 million from World Bank Development Policy Operations to support its budgetary requirements.
This comprehensive financing plan is driven by significant fiscal pressure, as debt-service costs in Angola are projected to consume more than 40% of the country's total expenditure in 2026. The announcement follows a December forecast from the International Monetary Fund (IMF) which stated that economic growth for the oil-producing nation would remain subdued at around 2% for the year. The IMF noted that while a gradual recovery is expected over the medium term, this outcome is contingent on sustained progress in diversifying the economy away from its current dependence on Crude Oil .
