Angola in talks for 165 million dollar AfDB budget loan
Finance Minister Vera Daves de Sousa says the government is seeking 165 million dollars to manage debt. High oil prices offer a buffer against global risks.
Angola is currently in discussions with the African Development Bank (AfDB) regarding a budget support loan intended to mitigate the economic impact of international conflicts and manage national debt. Finance Minister Vera Daves de Sousa confirmed that the government is seeking $165 million from the AfDB as part of a broader $1 billion external financing target for the year. The remaining funds may be sourced through bilateral lending or by tapping into international markets.

The Finance Minister noted that the AfDB loan is contingent upon the successful implementation of specific policy reforms. While a definitive timeline for board approval has not been established, the government continues to work toward meeting the necessary criteria.
This is a work in progress.
Despite the need for external financing, the West African nation is seeing a boost in revenue due to elevated global energy prices. Although the national budget for 2026 was based on an oil price of $61 per barrel, Brent Crude Oil has been trading at nearly $100 per barrel. This price gap provides a significant windfall that helps shield the country from the worst financial effects of the Middle East war's fallout.
