The four-day summit, held in the capital city of Yaounde, ended in the early hours of Monday following a deadlock primarily driven by a disagreement over digital trade rules. Brazil emerged as a primary opponent to a proposal led by the United States to extend the moratorium on customs duties for electronic transmissions, including digital downloads and streaming services. While diplomats attempted to broker a compromise, the parties remained far apart. Developing nations have increasingly argued that the moratorium deprives them of essential tax revenue as digital commerce expands. The impasse has raised concerns regarding the WTO's continued relevance in an era defined by economic nationalism. The United Kingdom described the lack of a joint decision as a major blow to global trade stability. Business groups in the United States expressed frustration, particularly as the moratorium was seen as a vital link to keeping the U.S. engaged with multilateral trade bodies. > "It's Brazil and Turkey v 164 members." The geopolitical backdrop of the talks was further complicated by recent trade disruptions caused by the conflict between Israel and Iran. Negotiators noted that U.S. Trade Representative Jamieson Greer signaled potential consequences if a long-term extension was not secured. Conversely, a Brazilian diplomat maintained that a cautious approach was necessary given the current environment. > "It was not prudent to pursue a longer extension given the rapid changes under way in digital trade." Despite the failure to reach an agreement in Yaounde, the WTO stated that some progress was made on a reform roadmap. Discussions regarding subsidy transparency and decision-making processes are scheduled to resume in Geneva this May.
