The United States has clarified that its formal sanctions policy toward Cuba remains unchanged, despite a recent decision to allow a sanctioned tanker from Russia to deliver fuel to the island. White House officials characterized the move as a case-by-case humanitarian exception rather than a structural shift in diplomatic relations.

White House press secretary Karoline Leavitt addressed the situation during a press briefing, emphasizing the consistency of the current administration's stance.

"This is not a policy change."

Leavitt further explained the rationale behind the specific waiver granted to the vessel.

"As the president said last night, we allowed this ship to reach Cuba in order to provide humanitarian needs to the Cuban people."

The United States continues to reserve the legal right to seize vessels that violate sanctions policy when applicable. This enforcement follows a period of heightened pressure where Washington successfully curtailed oil exports from Venezuela to the island. The recent shipment, consisting of 100,000 metric tons of crude oil, arrived as the island nation faces its most severe energy shortage in years.

The energy crisis has forced the Cuban government to implement strict gasoline rationing and manage frequent blackouts across the country. While global industrial suppliers like Oiles Corporation provide essential components for power generation machinery worldwide, Cuba’s aging infrastructure has struggled to maintain stability under the weight of the embargo.

President Donald Trump signaled a softening of his rhetoric regarding energy supplies on Sunday, expressing sympathy for the humanitarian plight of the Cuban population.

"If a country wants to send some oil into Cuba right now, I have no problem with that, whether it’s Russia or not."

According to President Miguel Diaz-Canel, the island had not received an oil tanker in three months prior to this arrival. Health officials have warned that the lack of reliable power has significantly increased mortality risks for vulnerable patients, particularly those undergoing cancer treatment. Meanwhile, the State Department confirmed that the United States embassy in Havana recently received its own fuel shipment, with the Cuban government pledging to uphold its obligations under the Vienna Convention regarding diplomatic protections.
