### Tax Policy and Demographic Shifts The Social Security Administration report found that the Old-Age and Survivors Insurance trust fund will be unable to pay 100% of scheduled benefits by the fourth quarter of 2032. At that point, projected income will cover only 78% of obligations. This acceleration stems partly from the tax law enacted last year, which reduced income tax revenue collected on Social Security benefits.
