Ukraine has seen its nominal steel production capacity plummet by 81% since the onset of the offensive by Russia in 2014. According to the national steelmakers union, the country's annual capacity has fallen from 42.5 million metric tons in 2013 to just 8 million metric tons today. This drastic decline follows the destruction or occupation of the majority of the nation's large-scale industrial facilities that were established after the collapse of the Soviet Union in 1991. Steel and metallurgical products were historically vital components of the national export economy, alongside iron ore and agricultural commodities. However, the sector continues to face severe headwinds including ongoing hostilities, critical electricity shortages, and escalating fuel costs. A report from the GMK Center consultancy suggests that monthly steel output in 2026 is unlikely to exceed 600,000 tons, remaining well below historical peaks. The union reported that steel production in the first two months of 2026 fell by 13.2% year-on-year to 1.03 million tons. This follows a volatile period for the industry; after a 70.7% collapse in 2022 to 6.3 million tons, output reached 6 million tons in 2023, recovered to 7.58 million tons in 2024, and then dipped to 7.41 million tons in 2025. The operational environment remains challenging for major producers. ArcelorMittal S.A., which operates the country's largest remaining steelworks at Kryvyi Rih, announced this month that it would shutter two rolling mills. The company cited the energy crisis caused by infrastructure strikes and the high costs associated with meeting European Union environmental requirements as the primary reasons for the closures.
