A fuel tanker carrying approximately 200,000 barrels of fuel from Russia has arrived in the territorial waters of Venezuela after being diverted from its initial destination of Cuba. Ship-monitoring data indicates that the Hong Kong-flagged vessel, the Sea Horse, rerouted earlier this month following a multi-week delay in the Atlantic Ocean.
The arrival in Venezuela is a blow to the energy-starved island of Cuba, which has faced a series of power blackouts this month. While the cause of the vessel's stranding and subsequent change in course remains unconfirmed, the shift occurs amidst tightening restrictions from the United States. The current U.S. administration has focused on authorizing fuel supplies specifically for the Cuban private sector while blocking state-level imports, even from long-term partners like Mexico.
