S&P Lowers Senegal Local Currency Rating to CCC+ on Risks

The credit ratings agency S&P Global Inc. has lowered the local currency rating for Senegal to CCC+/C from B-/B, citing significant strains on the country's ability to refinance its obligations. The downgrade comes as the West African nation faces increasing pressure from stalled negotiations regarding a new program with the International Monetary Fund. The agency noted that the government has become increasingly dependent on short-maturity domestic debt to meet its financing needs. This shift in debt structure has heightened refinancing risks, particularly as external funding remains limited due to the ongoing impasse with international lenders. Alongside the rating reduction, the outlook for Senegal was revised to negative from CreditWatch developing. This outlook reflects the possibility of further downward pressure on the credit profile if the government fails to secure new financing or if domestic liquidity conditions deteriorate further.
