Particular scrutiny is directed at global cloud hyperscalers that have begun integrating quantum capabilities into their existing service platforms. This trend could allow established technology giants to extend their market power into the quantum domain. Major firms currently investing in these technologies include Alphabet Inc., Amazon.com, Inc., and Microsoft Corporation. The Italian watchdog expressed concern that these entities could shape access to the technology in ways that limit market contestability.

The inquiry will also assess the rapid increase in quantum-related patent filings and the impact of early-stage acquisitions. The regulator observed that such acquisitions, including those involving startups in the domestic market, warrant closer examination to prevent a trend of global tech pre-emption. Stakeholders and market participants are invited to submit their views on market structure, competitive dynamics, intellectual property, and strategic dependencies by April 30. The authority expects to finalize its findings by December 31, 2026.
