The Reserve Bank of India has partially reversed recent restrictions by once again permitting banks to offer non-deliverable forwards to their clients and allowing corporations to rebook foreign exchange contracts. Despite these changes, the central bank has maintained the $100 million limit on the onshore position sizes of banks, while making minor adjustments to rules regarding related party transactions. Market participants noted that the rollback of these measures effectively reopens opportunities for corporate entities to engage in arbitrage between onshore and offshore markets. This activity was previously identified as a primary driver of currency pressure, which at one point pushed the rupee beyond the 95 per dollar threshold for the first time. While the gap between onshore and offshore rates has narrowed over the past two weeks, bankers indicate that arbitrage potential still exists. Currently, the one-month non-deliverable forward rate is trading approximately 7 to 8 paisa above the onshore market price. This spread is significantly lower than the nearly one-rupee difference observed during the peak of the recent market volatility when the central bank first intervened. The ability of financial institutions to fully exploit these price differences remains limited by the existing $100 million cap on onshore positions. Furthermore, some market experts question whether corporations will actively pursue arbitrage or if banks will facilitate such trades following the recent period of heightened regulatory oversight.
