The Institute for Fiscal Studies has today, February 19, 2026, proposed that British governments GBGB abandon strict numerical fiscal targets and instead adopt a red–amber–green traffic-light system of indicators. Under the proposal, which was announced to improve fiscal accountability, the Office for Budget Responsibility would be responsible for assessing these indicators to provide a more nuanced view of the nation's economic health. This change is intended to reduce policy distortions that arise from an excessive emphasis on fiscal headroom and would fundamentally alter how the UK’s public finances are evaluated.
According to the report, the current emphasis on meeting precise numerical targets can lead to short-termism and distorted policy choices. Ben Zaranko and the research team at the Institute for Fiscal Studies argue that a traffic-light system would provide a more comprehensive overview of fiscal health. This would move away from the rigid frameworks used by the previous Conservative government, which often focused on narrow margins to demonstrate fiscal responsibility.
