German Infrastructure Fund Falls Short of Investment Goals

The IW study says 86% of Germany's infrastructure fund was diverted to other uses. Total investment rose by only 2 billion euros in 2025 as targets were missed.

A new report from the German Economic Institute (IW) suggests that the specialized infrastructure fund in Germany has largely failed to stimulate additional investment a year after its inception. The study found that 86% of the capital utilized over the past year was redirected from its intended purposes, failing to address the nation's significant investment backlog. IW researcher Tobias Hentze noted that the governing coalition has missed a critical opportunity to modernize the country's infrastructure.

The conservatives and Social Democrats had the chance to clear the investment backlog. So far, they have not used it.
