China issued 18 million metric tons of fuel export quotas in its second batch for the year, maintaining steady levels despite ongoing outbound restrictions. The volume matches the 18 million tons allotted during the same period last year. The government is balancing domestic energy security with the requirements of its refining sector.
### Beijing Prioritizes Domestic Supply Stability Out of the total allotment, 13 million tons are designated for gasoline, diesel, and jet fuel, while 5 million tons are for marine fuel oil. Four trade sources said the government is maintaining strict control over where these fuels are shipped. Since March, officials have curtailed shipments to regions beyond Hong Kong to ensure local availability.
