Silvio Costa Filho, the head of the Ports and Airports Ministry (Brazil
BR), has formally requested that the Finance Ministry (Ministry of Finance) loosen the eligibility and terms for loans backed by the National Civil Aviation Fund (FNAC). This move comes as the public fund prepares to release approximately 4 billion reais starting in 2026. The proposal, currently under discussion with Finance Minister Fernando Haddad, aims to provide more flexible credit access for the aviation sector in the country.
The request from Costa Filho seeks to materially adjust the regulatory framework established by the National Monetary Council in October. Specifically, the Ports and Airports Minister is pushing for an expansion of eligible uses for the credit, an increase in financing caps, and a relaxation of existing requirements related to regional flights. These FNAC-backed loans are particularly significant for the industry because they are priced below Brazil's benchmark interest rate (Selic).
