According to the Brazilian government, a finding that the deal exceeds permitted exceptions could force the Mercosur Council to convene and decide on collective responses, a move that would significantly affect regional trade governance and existing tariff exception arrangements.
The primary trigger for this review was the announcement of the U.S.-Argentina trade agreement last week. Brazilian diplomats are currently examining the document for possible breaches of the bloc's limits on bilateral deals. This scrutiny follows a period last year when the Argentine government received a list of 150 tariff-exception items. However, Brazilian sources say the new pact appears to cover closer to 200 items, suggesting a broader scope than previously authorized.
