The central bank of Brazil has expressed formal opposition to the implementation of interest rate caps on credit cards, even as President Luiz Inacio Lula da Silva calls for urgent measures to address the nation's growing household debt. Governor Gabriel Galipolo stated on Thursday that the institution is exploring alternative strategies to provide consumers with better credit options rather than imposing restrictive limits on existing financial products.

The debate comes as the president, who is seeking reelection this October, expressed concern over a disconnect between the country's overall economic stability and the financial burden carried by families. Lula has recently tasked Finance Minister Dario Durigan with proposing new ways to ease debt repayment for the public. According to Galipolo, the primary driver of this debt is revolving credit card balances, which can carry annual interest rates exceeding 400% when consumers fail to pay their statements in full.

Despite these high costs, Galipolo cautioned that price controls could lead to negative market consequences.

I always stress that price controls tend to constrain supply as well.

He further explained that such measures might prevent new borrowers from accessing credit and fail to help those already struggling with debt.

You may end up worsening the situation, because those already in debt would not benefit, and new borrowers could be shut out due to tighter credit supply.

The central bank's approach aims to build more advantageous choices for the approximately 100 million active credit card users in the country, a figure that has risen sharply since the pandemic. The political pressure to find a solution is high, as recent polls show Lula in a statistical tie with Senator Flavio Bolsonaro, his main rival in the upcoming presidential race. While the central bank has not yet provided specific details on its proposed alternatives, it remains committed to avoiding direct rate caps in favor of market-driven solutions.
